Lemuel Howard was born on 24 December 1736.2 He married Martha Scott on 7 December 1760.1,3,2 He registered for military service on 14 September 1775 as a private in Captain John Love's Co. No. 10.4 In 1776, Lemuel Howard lived in Bush River Lower Hundred, Harford County, Maryland.2 In 1776 Lemuel Howard signed the Association of Freemen for Spesutia Upper Hundred.5
